Fleet Vehicle Safety Inspections

The independent and fair way to inspect your fleet

We inspect. We report. We don’t repair.

Keeping your vehicles safe and roadworthy requires more than an annual MOT. The Test Centre provides independent periodic vehicle safety inspections for businesses, fleet operators, vehicle-hire companies and organisations responsible for transporting passengers.

Unlike a traditional repair garage, we do not undertake repairs. This means we have no financial incentive to find unnecessary work. You receive an honest, impartial assessment of every vehicle, with no repair sales and no hidden agenda.

Who is this service for?

Our fleet inspection service is suitable for:

  • Company cars and vans
  • Rental and vehicle-hire fleets
  • Lease and loan vehicles
  • Taxis and private-hire vehicles
  • School and community minibuses
  • Care-home and accessible transport
  • Charities and voluntary organisations
  • Passenger-carrying vehicles
  • Local-authority and contractor fleets
  • Vehicles operated under an Operator’s Licence

Whether you operate one minibus or a large fleet, you are responsible for ensuring that your vehicles remain safe and roadworthy whenever they are used.

Why an MOT is not enough

An MOT confirms that a vehicle met the minimum legal standard on the day it was tested. It does not guarantee that the vehicle will remain safe and roadworthy for the following 12 months.

High mileage, frequent stopping, multiple drivers, heavy loads and continuous use can all accelerate wear.

Periodic inspections help identify developing problems before they result in:

  • A roadside prohibition
  • Vehicle breakdown
  • Unplanned downtime
  • An accident or injury
  • Failed insurance claims
  • Damage to your organisation’s reputation
  • Action against an Operator’s Licence

Operator’s Licence safety inspections

Operators of vehicles covered by an Operator’s Licence must ensure that safety inspections are completed at the frequency recorded within their maintenance arrangements.

The DVSA Guide to Maintaining Roadworthiness states that periodic safety inspections should cover, as a minimum, the items included in the appropriate statutory annual test.

Inspection and maintenance records must generally be retained for at least 15 months and made available when required.

The vehicle operator remains responsible for the condition and roadworthiness of its vehicles, even when inspections, servicing or maintenance have been contracted to another company.

School and passenger-carrying vehicles

Schools, care providers, charities and community organisations have an important duty of care when transporting children, vulnerable people, employees or members of the public.

Depending on how the vehicle is operated, regular documented inspections may be required under:

  • Operator licensing arrangements
  • Section 19 or Section 22 permit conditions
  • Insurance requirements
  • Organisational transport policies
  • Health and safety risk assessments
  • Contract or local-authority requirements

An annual MOT should not be treated as a replacement for an appropriate vehicle maintenance and inspection programme.

Our independent reports help your organisation demonstrate that vehicle safety is being taken seriously.

Hire, lease and loan vehicles

The organisation using a hired, leased or borrowed vehicle remains responsible for ensuring that it is safe and roadworthy.

DVSA guidance identifies first-use inspections as particularly important for vehicles that are hired, leased, borrowed or newly acquired.

We can provide:

  • First-use inspections
  • Pre-hire condition inspections
  • Post-hire return inspections
  • Periodic safety inspections
  • Vehicle handover reports
  • Photographic condition reports
  • Mileage and vehicle-identity records

These inspections can help identify existing damage, safety defects and developing problems before a vehicle enters service or is handed to a customer.

What do we inspect?

The inspection will be appropriate to the vehicle type and agreed scope. It may include:

  • Brakes and braking performance
  • Steering and suspension
  • Tyres, wheels and wheel fixings
  • Lights and electrical safety items
  • Seat belts, seats and passenger restraints
  • Mirrors, glazing and driver visibility
  • Doors, steps and emergency exits
  • Bodywork and structural condition
  • Fluid leaks and warning lights
  • Exhaust and emissions-related concerns
  • Registration plates and vehicle identification
  • Minibus and passenger-safety equipment
  • Evidence of damage, deterioration or excessive wear

Additional checks can be included to reflect the vehicle’s use, operating conditions, insurance requirements or internal safety policies.

Clear, professional inspection reports

Following the inspection, you will receive a dated vehicle inspection report containing:

  • Vehicle registration and identification details
  • Make, model, mileage and inspection date
  • Details of the items inspected
  • Inspector’s details
  • Photographic evidence where appropriate
  • Details of any defects identified
  • Traffic-light defect summary
  • Safety-critical findings
  • Advisory and developing defects
  • Recommended action
  • Vehicle roadworthiness status at the time of inspection

Reports can be stored as part of your organisation’s fleet maintenance and compliance records.

Simple traffic-light reporting

Red: Immediate attention

A serious or safety-critical defect has been identified. The vehicle may need to be removed from service until the defect has been properly repaired and the vehicle declared roadworthy.

Amber: Attention required

A defect or developing issue has been identified. It may not require the vehicle to be removed from service immediately, but it should be monitored or repaired within the recommended period.

Green: No significant defect identified

No significant defect was identified in the inspected item at the time of the inspection.

Independent inspections with no repair sales

The Test Centre has built its reputation on fair and impartial vehicle testing.

Because we do not undertake repairs:

  • We do not profit from defects
  • We do not sell unnecessary repair work
  • There is no pressure to use a particular garage
  • Your existing maintenance provider can complete any repairs
  • You receive an independent assessment of the vehicle’s condition

This separation between inspection and repair gives fleet managers, business owners, schools and transport operators greater confidence in every report.

Inspection programmes built around your fleet

There is no single inspection interval suitable for every vehicle.

The appropriate frequency should take account of:

  • Vehicle type
  • Vehicle age and condition
  • Annual mileage
  • Operating environment
  • Passenger or load requirements
  • Manufacturer recommendations
  • Previous inspection results
  • Breakdown and defect history
  • Operator’s Licence commitments
  • Insurance and contractual requirements

For vehicles covered by an Operator’s Licence, inspections must be completed within the frequency stated in the operator’s declared maintenance arrangements.

We can provide one-off inspections or create a scheduled inspection programme for your entire fleet.
